The Chinese Communist Party announced this week that it will increase the budget of the People’s Liberation Army by 7.1%.

Atores se apresentam durante o show “vermelho” chamado “Return to Yan’an” em um teatro no recém-inaugurado parque com tema revolucionário em Yan’an, província de Shaanxi, China, 12 de junho de 2021. “Return to Yan’an” conta a história da Longa Marcha do Exército Vermelho do Partido Comunista Chinês durante a guerra civil em 1934. The announcement came at the opening of the session of the National People’s Congress – the annual meeting of the front parliament. So it’s only a matter of time the extra resources start to follow for the People’s Liberation Army.

This increase continues the series of steady increases in China’s military budget. Since 2018, the Chinese Communist Party has increased the budget of the People’s Liberation Army by more of 28% , with consecutive annual increases between 8.1% and 6.6%.
Compare this to the US defense budget, which grew by just over 5% between 2018 and 2021. However, if we take inflation into account, the US defense budget has decreased by around 3% in these four years.Atores se apresentam durante o show “vermelho” chamado “Return to Yan’an” em um teatro no recém-inaugurado parque com tema revolucionário em Yan’an, província de Shaanxi, China, 12 de junho de 2021. “Return to Yan’an” conta a história da Longa Marcha do Exército Vermelho do Partido Comunista Chinês durante a guerra civil em 1934. One of the party’s favorite propaganda vehicles, the

Global Times, reported that “the defense budget proposed would mark single-digit growth for seven consecutive years, since 1934, and also a return to the more than seven percent increase.”

The return to an increase of over 7% comes after years of double-digit growth, ranging from , 7% to % at the beginning of the 1990s

. Furthermore, the People’s Liberation Army is able to get more rewards for its efforts. To take an example, Chinese labor costs are substantially lower than US labor costs, enabling them to mobilize a larger army for less.

In addition, China can impose its defense costs on state-owned enterprises, freeing the People’s Liberation Army budget of these expenses.

In any case, the Chinese Communist Party has constantly modernized its armed forces and invested in them with the general aim of making them fully mechanized and computerized by 2027 .

This is an assessment shared by the Office of the Director of Intelligence National in its annual threat report, in which it states that “Beijing is accelerating the development of key capabilities that it believes are necessary for the People’s Liberation Army to face the United States in a conflict.” large-scale ongoing conflict.”

The report argues that the “China will continue to pursue its goal of building a world military class that will give it the ability to secure its prospects for its sovereign territory, establish its pre-eminence in regional issues, and project power globally while counterbalancing the supposed military superiority of the US.”

It is clear that the Intelligence Community believes that the Chinese Communist Party wants to use brute force to impose its ideology, as shown by its brutal repression in Hong Kong.

Today we are seeing what an unbeatable authoritarian power can do to subjugate its democratic neighbor in Ukraine, as Russian troops destroy cities and target civilian populations indiscriminately.

The United States and the world will pay close attention to what Chinese President X i Jinping and the leadership of the Chinese Communist Party will infer from the Western response to Ukraine’s aggression by Russia. The Chinese Communist Party is investing in building the capabilities it will need to subjugate and dominate its neighbors.

One of the lessons to be learned is that dictators like Vladimir Putin of Russia only stop at the prospect of a strong military response from certain allies. If we hope to prevent China from coercing its neighbors in the same way, it will be necessary for the US to have a strong and capable military.
